One of the residents in an apartment in Jeonju, Lee, got disappointed when he looked at a notice board. It said ¡®animal companions supervision needed strictly¡¯, and the main contents were that those who violate the rules of keeping their dogs quiet, or holding their pets up inside the apartment complex while they¡¯re out will be fined.
Lee asserts ¡°I¡¯m raising my dog with concerns and I really pay attention to not damage other people regardless of these notices, and they¡¯re asking about fines. It¡¯s not a guilt to raise animals but that makes no sense.¡± However, the other resident Kim contradicts ¡°There¡¯s so many of them who are careless of putting damages on others and we need to make some rules to stop those behaviors.¡±
The problem is not merely about animal companions but also smoking banned area or vehicle controls that increases the conflict among the apartment residents.
For the case of apartment conflicts, many of them are trying to implement the system of fines after all. According to this situation, it is a controversy between an opinion that says the penalty systems are showing our society is being so acute because of increasing individualism and the other opinion that there¡¯s no other way to regulate the people who are being absurd.
Sociologists say ¡°Etiquettes are desirable when kept autonomously. However, when there¡¯s a choice of being interpreted in other ways, it is inevitable to inflict community regulations on the society. Our expectations towards the etiquettes are getting higher while our self purification capacities can¡¯t catch up with them. And there the problem begins.¡±
