The bill about prohibition of prerequisite learning recently passed the National Assembly. This law is going to be enforced from September. However, it is issued a lot.
This law prohibits that schools have prerequisite learning or set questions out of proper educational process. Private institutes also cannot advertise prerequisite learning.
The people who agree the law say it can make public school proper. Moreover, it can reduce excessive expenditure of private education. Even developed countries such as Germany and France prohibits prerequisite learning because it can take away the students' right of asking questions.
In contrast, the people who do not think so are also many. They raise a question of its real effect. They argue that preparation of lessons are also kind of prerequisite learning, so the target of the prohibition order is not clear. In addition, if the prerequisite learning is banned in public school, students will become attached to the private education more and more.
It is required to think of prerequisite learning deliberately. It is for not only students, but also the whole society. |
