Both Seoul City and Incheon City will have a serious, dirty problem in 2017 if matters aren't resolved between them. Incheon City and Seoul City's landfill ares will be full in November 2017. However, the important thing is, both cities have failed to find an appropriate landfill site. To make things worse, Gyeonggi province, Incheon City, and Seoul all use the same landfill site, and there's not another place to use for landfills after the current landfill area in Incheon, is used up. For a land to be used for landfills, it must have a secure leachate-treatment area and a gas treatment area. Obviously, it will consume a lot of time and money to do that.
Seoul City and the Department of the Environment want a rapid completion of the third landfill site, as it will be useable until 2044. However, what Incheon City wants differs: Incheon City claims that they need to consider the original agreements and plans and the side effects to the resident. Incheon City currently disagrees to building a third site. As conflicts between the two cities deepened, it already became impossible to finish the third landfill site by 2017-the completion for the base of the landfill alone takes fifty-seven months.
Sudokwon Landfill Site Management Corporation (SLC) first suggest that Seoul and Incheon agree on certain things and build the third landfill site step-by-step. Expert assume that completing one-thirds of the site will take 3 years. If there's no agreement between them, there might be no place to use as a landfill site. But as the situation progresses, I have one deepening question to ask: Why can't Seoul build a landfill site in Seoul and Incheon build one in Incheon and use their own landfill sites? If Seoul have enough land to do farming in the middle of the city, then why not actually use some of its own land for landfill instead of borrowing Incheon's land?
